The ORAT and Commissioning Manager is responsible for providing operational readiness, commissioning and handover oversight to the various WSA development project teams to ensure that all the required activities and deliverables are complete, documentation compiled and turned over as well as providing coordination with the Engineering and Operations teams and other stakeholders.
The employee will be responsible for preparing new guidance documents and templates and lead implementation workshops for both contractors’ organizations and WSA development team members in addition to providing daily support activities.
The individual must be able to perform duties under minimal direction by management and ensure that the testing and commissioning, operational readiness and completion procedures developed are being implemented.
Develops the new commissioning and handover strategies, including operational readiness, plus guidance documents and templates.
Provides analysis of contractor’s performance and deliverables and preparing improvement plans for implementation and measurement.
Ensures that the ORAT and commissioning program, handover documentation, as well as training, is undertaken in a consistent way, cognisant of the WSA procedures, such that the assigned asset integrator is provided with all requirements in accordance with the handover process and final acceptance.
The preparation and execution of workshops for contractor’s and WSA personnel.
Support the WSA project teams to ensure the completion of the required commissioning and acceptance activities by the contractor in a planned and timely manner.
Responsible for ensuring that the project delivers on the overall completeness, quality and content of the ORAT and Commissioning documentation, including delivery system acceptance test report production, system Operation and Maintenance (O&M) manuals, and O&M training documentation, whether self-performed or provided through Subcontractors/suppliers.
Responsible for preparation of training plans/materials and delivery of training and familiarisation, both self-performed and/or provided through Subcontractors/suppliers.
Support the WSA project teams to ensure the delivery of the required documentation from the contractor and handover to Operations as part of the overall WSA project close-out process.
Provide support to the WSA Project teams at the various stages of the project lifecycle from contract formation to close out.
Qualifications and Experience
Degree in Electronics/Electrical or Mechanical engineering.
Extensive experience of operational readiness and commissioning of aviation projects.
Experience in field engineering or construction supervision and the handover of projects.
Interprets new or special regulations, codes, standards, criteria and performance data relating to the specialty.
Maintains up-to-date knowledge within area of expertise regarding new concepts, approaches and solutions to problems.
Co-ordinates with Engineering/Procurement/Contracts to establish work package plans for Construction and aligns Commissioning/ORAT/Handover requirements and deliverables to support the various package plans.
Experience of the general tools/deliverables associated with successful project commissioning and handover activities.
Detailed knowledge of system acceptance test report production, system Operation and Maintenance (O&M) manuals and O&M training documentation as a minimum.
Working knowledge of the various types of approval certification associated with Australian construction projects.
Knowledge of the typical industry contractor/subcontractor’s commissioning and handover responsibilities contained in contractor’s documents.
Previous experience with project controls activities and project reporting development.
Understanding of project document control centre activities and standard document control requirements for contractor document production and project review.
Ability to work on multiple project activities simultaneously.
Strong communication skills.
Computer literate in MS Office suite including word processing, spreadsheet and database applications.
Familiarity with using Electronic Document Management Systems and the various reporting tools.

Provides direction to the WSA project teams and contractors.
Accountable for managing a budget.
Strategic influence on the WSA project teams and contractor personnel in ensuring the Project commissioning, operational readiness and handover requirements are being implemented.
Work includes site activities and the physical ability to conduct site walks which require the following activities: extensive walking in and around a construction site, climbing ladders, working on uneven surfaces and working in small or confined spaces. Must have the ability to walk into and out of the project (enter/egress). Must be able to use the appropriate standard issued Personal Protection Equipment (PPE) required for site activities.
