We are currently seeking an Assurance Manager to join our expanding infrastructure team in Sydney. In this role, you will be responsible for the application of railway safety management processes and tools in accordance with project standards (such as CENELEC or IEC). Working collaboratively with our contractors, customers and authorities, you will provide leadership on all safety management, systems assurance, systems integration and technical assurance activities, demonstrating application and compliance to ensure the successful development of project Safety Cases.
Qualifications & Experience
Tertiary qualification in a relevant engineering discipline
Minimum 15 years of experience in design, construction and operation of railway systems, rail integration and systems assurance.
Demonstrated competency in managing systems engineering and assurance activities, preferably within an urban/mass transit railway environment.
Experience with TfNSW, Sydney Trains, Sydney Metro or ARTC engineering assurance processes and standards is desirable.
Thorough knowledge of IEC 61508, CENELEC standards EN50126, EN50128 & EN50129 and Yellow Book.
Good interpersonal skills with proven ability to work effectively as part of a multi-disciplined management team.
Experience of and successful track record in a similar role on a major rail or infrastructure project.
Self-starter with strong communication skills both verbal and written.
The ability to lead a team of internal and external resources.
The ability to work cooperatively within an interdisciplinary peer group.
Thorough knowledge of Requirements, Availability, Maintainability and Safety (RAMS) activities, processes, tools and management practices.
Knowledge of Interface Management, in particular the management of system to civil and system to system interfaces.
Knowledge of Human Factor assessments.
Understanding of the complex interfaces with railway system design and the detailed design prepared by multiple design contractors on projects.
Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
Understanding of industry or regulatory codes and standards and design criteria pertinent to particular engineering disciplines.
Understanding of risk assessment planning for large railway signalling projects and knowledge of operational conditions affecting logistics and design.
Working knowledge of implementing engineering safety management in the railway environment.
Knowledge of systems engineering, whole project life cycle and its implementation on large railway infrastructure projects.
Position Specific Requirements
Coordinates engineering safety assurance efforts within assigned project areas between specialty and other engineering groups or disciplines, with the client, suppliers, and contractors and between other groups.
Understanding of the Railway Industry and particular experience in developing and implementing progressive assurance processes.
Ensures that Technical Risk Assessments (e.g. HAZIDs, HAZOPs, IDCs/IDRs, QRAs) are comprehensive and complete, safety practices and procedures are implemented and engineering design and corresponding documentation are in compliance with the associated project Quality Assurance plan and procedures.
Manages the capture, documentation and reporting of systems assurance performance and compliance activities including assurance related issues, risks and defects to support the acceptance of completed program works.
Is responsible for acting independently on railway systems engineering matters pertaining to an assigned project area and working collaboratively and pro-actively with relevant parties to seek process improvement opportunities and promptly address any non-conformance issues.
Oversees all railway systems design and construction technical coordination and interface issues. Provides leadership and input to the safety assurance process and elicits input from safety assurance engineers.
Supports and is accountable for the delivery of safety assurance evidence to the satisfaction of the Independent Safety Assessor (ISA) and customer relating to the technical integrity of railway systems as designed, built, installed and tested.
Liaises and develops relationships with clients, industry networks, government agencies, sub-consultants and external stakeholders relevant to Project activities.
Proven ability in successful delivery using established railway acceptance and approval processes.
