Bechtel is engaged supporting the development, implementation and operation of the National Project Management Organization (NPMO) in Saudi Arabia. The NPMO, known as “Mashroat” in Arabic, will support Saudi government agencies to effectively deliver complex infrastructure projects, in line with Saudi Arabia’s “Vision 2030” plan to modernize the kingdom’s administration. The NPMO is being established with the aim of improving the government’s capital expenditure program, to enable government entities’ project management offices to develop and improve related policies and create a dynamic ecosystem to deliver efficient and effective projects with the greatest impact; and we are looking for Construction Managers to join our team:

ESSENTIAL JOB DUTIES:

The Construction Manager is to provide the required training, coaching & support in the enablement of government entities’ Project Delivery Departments to develop, improve and put into use, related procedures and processes developed by NPMO in order to deliver efficient and effective projects. This position reports to the relevant Project Manager assigned to a government entity regarding daily duties and to the Program (NPMO) Construction Manager for functional on Project support for the undertaking of these duties.

The candidate must have an in-depth knowledge and understanding of the numerous stages of the project construction process and associated disciplines; the beneficial use of constructability during initial and detailed design phase, mobilization, construction, testing & commissioning and turnover; planning, safety, quality, site engineering, project controls (cost, planning and scheduling, reporting), contract administration. The candidate will be required to prepare and deliver summary presentation of progress, accomplishments and achievements of the work undertaken.

The candidate should be able to:

  • Review and support the Entity in the implementation of project plans, standard engineering details and specifications for constructability and conformance to regulatory requirements and productivity improvement.

  • Support or participate in constructability reviews, support the Entity in the implementation a constructability program including constructability training, maintenance and distribution of the constructability handbook and construction lessons learned program.

  • Work with Engineering Management Department to unify engineering and field engineering to improve effectiveness.

  • Work with other Bechtel Construction Managers and the Manager of Construction to cross-fertilize initiatives and ideas in support of the Project

  • Work with the government entities to provide technical support, input and advice in order that the Project Procedures are able to be implemented efficiently and effectively and hence realize improvements to government entities’ projects

  • Maintain and further develop Project Construction Procedures for use by government entity.

  • Conduct classroom training and support for government entities

  • Work with the Project Controls Department to support the implementation of a standard quantity reporting work process.

  • Maintain common guidelines and procedures for effective quality assurance/quality control (QA/QC) programs.

  • Support ES&H Department as a Value in application to construction and in all aspects of daily duties

  • Sponsor and support the automation development programs related to work execution.

  • Review and evaluate new products, tools and equipment to be used on construction projects.

  • Support Entity in the development and implementation of field engineering training including technical and supervisory training.

  • Perform field reviews and report (if necessary).

  • Monitor execution methodology on project to learn from improvements and to promote continuous improvement (if necessary).

  • Assist in implementation of six sigma tools, analysis and decision making in the execution of duties.

JOB KNOWLEDGE:

  • Significant experience in Construction on large scale projects

  • Bachelor in Engineering from Accredited University

  • Cultural understanding of project management within KSA particularly at government entity level.

  • Knowledge of all phases of construction operations and process relating to field activities of engineering disciplines, construction technologies and jobsite management, including quality control and project control mechanisms

  • Knowledge of the industry ES&H procedures and standard construction environmental control planning.

  • Understand the basic concepts / construction methods / processes for construction activities
