Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.
The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory as well as operations and maintenance buildings, utilities, other support facilities.
This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends as needed.
The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and AECOM. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.
The WTCC Quality Engineering and Program Manager (QEM) reports directly to the WTCC Manager of Quality (MOQ). The WTCC QEM is responsible for implementation and compliance with the WTP Quality Assurance Program (QAP) requirements applicable to construction, startup testing, commissioning, maintenance, and operations activities of the Waste Treatment Plant (WTP).
Ensuring implementation of the WTP QA Program within WTCC’s scope of work.
Development of the annual WTCC Audit and Assessment schedule for review and approval
Perform formal and on the job training and coaching for Quality personnel related to quality programs, audit techniques, communications (verbal and written), interview techniques, leadership, and teaming as needed.
Maintaining sufficient trained and qualified quality staff to implement QA Program activities.
Managing and supervising assigned staff, ensuring timely and compliant support of WTCC activities.
Assessing implementation and compliance of the QA Program; identifying and reporting quality assurance program deficiencies to line management and the WTCC MOQ.
Assisting in the development of quality program documents (e.g., QA Plan) necessary for WTCC activities.
Coordinating with, and supporting, the WTP Manager of Quality to revise the WTP QA Program as necessary to support WTCC activities.
Effective flowdown of new quality assurance requirements assigned to WTCC through procedure development or revision and implementation.
Identifying and implementing actions to promote improvement and correct deficiencies in the implementation of the WTP QAP within the WTCC organizations.
Provide leadership and input for the People Based Quality program.
Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment

Supervises a staff of direct and matrixed QA professionals who are responsible for implementation of and compliance with the Project managed WTP QA Program.
Bachelor degree in engineering, quality assurance, architecture, science, or other technical discipline and 13 years of experience in implementing DOE Quality Assurance requirements (DOE O 414.1X) in accomplishing
nuclear work at DOE facilities or high school diploma and education or specific training in area of expertise and 19 years of equivalent experience
Demonstrated leadership in management of change initiatives; proficiency in oral and written communications; and proficiency in providing direction and on the job training to assigned personnel.
Department of Energy, NRC, or Naval Nuclear Propulsion Program experience desired.
