This position is within the IS&T Organization reporting to the IS&T Manager of Contracts & Procurement. The IS&T Contracts Lead will manage a team of IS&T contract formation specialists and administrators responsible for developing and managing a portfolio of 500+ automation-related contracts. This team provides support for all GBUs, Projects, Functions and Services organizations. This person is responsible for the training and supervision of contracts personnel supporting this role.

  • Reports directly to the IS&T Manager of Procurement and Contracts

  • Exercises independent judgment and operates with limited direction from management, requesting support when required

  • Provides day-to-day operational supervision and technical guidance to Contract Administrators and other personnel supporting contracts activities as assigned

  • Supports Bechtel Employee purchases of automation-related products and services

  • Engages frequently with Legal and Risk Management functions


  • Participate in Contract Formation and negotiations as assigned

  • Execute software licensing, subscription and maintenance contracts

  • Execute Non-Disclosure and Bailment Agreements

  • Establish the team’s priorities based on a changing workload

  • Participate in the identification of the contract baseline, including terms and conditions, specifications, Scopes of Work and other documents incorporated in the contract

  • Identify areas of risk and opportunity for risk mitigation due to ambiguities, omissions, and conflicts in the contents of documents relative to the contract

  • Responsible for the development and implementation of the Contract Management Program

  • Prepare Contract Change Orders; develop the negotiation strategy and support/conduct negotiations

  • Manage the working relationship with the Requestor, Supplier, Legal and Risk Management to ensure that contracts contain appropriate terms, and facilitate organizational interfaces

  • Participate in related meetings as required

  • Work with Accounts Payable to ensure invoices for products and services are accurate and paid on-time

  • Manage the handling of the contract closeout requirements

  • Manage personnel assigned to the Contract’s team

  • Coordinate the development and delivery of on-going training to assigned personnel relating to Software-as-a-Service (SaaS), Infrastructure-as-a-Service (IaaS) and Platform-as-a-Service (PaaS) contract management principles, contract formation and administration, and identification, preparation, and resolution of contract issues

  • Manage Procurement and Contracts related records in an organized manner

  • Work in Digital Supply Chain System (DSCS), ServiceNow and FormsPlus

Basic Qualifications:

  • Bachelor’s Degree in Supply Chain Management, Business, Law, Engineering, Construction Management, Cost Engineering or related field

  • 9+ years professional experience

  • 2+ years of experience or courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling

  • 1+ years of supervisory experience in managing workload distribution and execution of the work as well as personnel interviewing, selection, salary planning, performance evaluation, career counseling, transfers and terminations

  • 5+ years of experience working in a commercial (non-government) environment

Additional Qualifications:

  • Experience working with Legal Counsel in Contract and Non-Disclosure Agreement (NDA) creation

  • Knowledge of contract administration specifically in an automation-related environment

  • Knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, procedures and work practices

  • Knowledge of Government Acquisition Regulations, and applicable Agency Supplements

  • Must have the right-to-work and remain in the US without sponsorship
