Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.
Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.
BGCAPP operates on a 24/7 schedule. This position may be required to work a schedule of rotating shifts including nights, weekends or holidays. The ability to obtain/maintain access to the Blue Grass Army Depot is required
The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is looking for a Project Controls Engineer at the Richmond, KY Mall location. This position will report to the Project Controls Manager at the BGCAPP project. This position provides systems administration in support of the development and maintenance of key Project Controls information systems and infrastructure components.
Support and implement data management, quality and control processes for Project Controls systems
Develop application business rules and provide application support services
Contribute to the development and/or implementation of new technical standards and methods
Assist with coordination and delivery of application training for end users
Work independently without considerable direction and/or coordinating activities of other personnel
This is a long-term assignment with a 4-10s schedule. The work hours are from 7:00am 5:30pm. This position may require additional overtime hours as deemed necessary.
Principle responsibilities include, but are not limited to:
Provide database maintenance and enhancement support.
Use creativity and analysis of data to resolve application integration issues.
Perform data analysis, identify problems, and make recommendations.
Perform complex ad hoc database queries to support Project reporting requirements.
Provide support to peers as needed.
Participate in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices.
Support project organization and administrative activities.
Support other BGCAPP Project Controls work scope as needed.
Support implementation of new corporate cost processor (Ecosys) on project, this effort may include some limited support for the PCAPP project as well.
Support interface of new procurement system (Oracle) with Project Controls.
Bachelor's degree in Computer Science, Information Technology, or related field from an accredited college or university.
In lieu of degree, 5 years of practical work experience in information technology, customer support, and/or infrastructure operations required. Strong problem solving and end user support skills with experience in analyzing and streamlining complex work processes.
Must have the right to work and remain in the U.S. without sponsorship
Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *
Advanced proficiency in MS Access including the ability to create/edit queries, forms, reports, and macros.
Advanced proficiency in MS Excel including the ability to migrate data between Excel spreadsheets and databases to support Project reporting via charts and data summaries
Intermediate understanding of programming in Visual Basic (or similar language with ability to transition to VB).
Understanding of both SQL Server and Oracle database usage, including schema design, database setup, programming and testing.
Ability to write complex ad hoc SQL queries.
Experience working on Projects and Development efforts.
Experience designing, developing, modifying, testing, debugging and evaluating software to meet customer requirements.
Experience with software configuration management; software quality assurance methodologies.
Knowledge of secure coding practices.
Knowledge of how to analyze and define business requirements and preparing technical designs.
Experience in software development, web application deployment, and configuration of Internet Information Services (IIS) websites.
Basic knowledge of Primavera P6.
Demonstrates an advanced level of understanding of general Project Controls technical skills.
Experience in performing, monitoring, and reviewing cost estimating, analysis, and control.
Recent experience with Bechtel cost processor (SOURCE, Cobra, Prism).
This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
