Project Description:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF will be will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF Construction project works on various schedules with differing start times pending project needs.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Role Overview:

Assigned to the Construction organization in a senior supervisory capacity. Responsible for supervising and directing operations of the direct-hire and subcontract construction craft personnel. Supervises and directs Construction craft activities assigned to Uranium Processing Facility (UPF). Ensures assigned construction operations are performed safely, in compliance with specifications and within budget and schedules. Performs general functions inherent in all supervisory construction (field) positions. Responsible for managing craft personnel in adherence to the Construction Labor Agreement (CLA).

Reviews and interprets working drawings and other project documents to determine if information is adequate for successful completion of construction. Participates in constructability and value engineering studies, and develops cost and schedule estimates to support project pre-planning efforts. Assists with the preparation of change notices, field sketches, and generating as-built drawings. Assists in obtaining any required Escort Agreements, permits, lockouts, and work authorizations prior to commencing work on site. Ensures the most current issued design documents are used to complete the work and that all design changes are approved prior to implementation. Must be familiar with and have much experience in working with the Bechtel-type field engineering automation programs (e.g. Total Station, SETROUTE, and INFOWORKS).

Ensures adherence to government and site compliance programs. Ensures job safety and is responsible for implementation of site and project safety programs. Ensures strict adherence to all site requirements by craft personnel under their purview.

Plans and implements procedures to ensure construction operations are continuously adhering to engineering designs, specifications, quality standards, schedules, and budgets.

Determines craft staffing requirements. Handles all subordinate personnel matters including requirements of bargaining unit contract. Interviews and makes hiring recommendations, evaluates performance; coaches, counsels, rewards and disciplines employees, as appropriate; and trains and develops staff. Assesses needs and identifies craft training requirements. Coordinates operational plans for assigned areas of responsibility. Schedules work to be performed and reviews work accomplished by all craft. Monitors work activities and ensures the quality and productivity of work performed.

Supervises and directs subordinates personnel and assigned craftsmen in construction activities. Responsible for problem resolution, including labor concerns and technical issues. Plan, organize, schedule, and oversee Knoxville Building Trades labor forces. Coordinates activities with other site organizations or areas as required by Construction Management.

Provides leadership and personal interaction to promote positive work environment and encourages individual involvement. Approves craft time records using the automated timekeeping system. Participates in the development of schedules and estimates for assigned construction projects. Prepares reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecast.

Monitors equipment and tool usage by direct-hire craftsmen. Assists in the preparation of material requisitions for tools and consumables and ensures that the Crafts have the tools they require to be safe and productive.

Basic Qualifications:

  • B.S. Degree in Engineering or similar and 15 years of experience or 21 years related experience in lieu of degree

  • Must be a US Citizen

  • Must be able to complete a pre-employment drug screen and background check, including verification of employment, education and travel

  • Must be physically capable to conduct field inspections and participate in project walk-downs which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 60 lbs.

Minimum Qualifications:

  • Knowledge and experience of DOE, DOD and/or commercial nuclear construction projects is required.

  • Candidates should be self-starters, highly motivated, requiring little supervision, and able to work well in a team environment.

  • The candidate should have a good working knowledge of current design codes and standards such as ACI, AISC, ASME, as well as NQA-1 requirements.

  • Knowledge of environmental compliance standards required on NNSA/DOE projects.

Preferred Qualifications:

  • Prior experience supervising large concrete placements and associated rebar and formwork.

  • Recent experience erecting heavy structural steel, multi commodity pipe racks/modules and installing structural steel modules at a Major EPC project

  • Prior experience laying out and supervising heavy rigging activities on nuclear projects

  • Familiarity with nuclear quality and commercial practice standards is desired.

  • Recent experience as a Structural Steel Supervisor on a Major EPC Project
