SUMMARY:

Supervises Workforce Services (WFS) functions for craft workers, including but not limited to Craft Recruiting, Employee Relations, Workforce Development, Compliance and/or Shared Services. Interfaces with WFS Management, Site Management, client, craft workers, outside organizations and general public. Effectively partners with the Workforce Development group as required to achieve and promote Workforce Development goals. Ensures that WFS activities conform to company and site policies/procedures and legal requirements.

JOB DIMENSIONS:

A. Supervision Received

  • Receives functional supervision from the site WFS Manager and/or the Global Workforce Services Manager.

  • Receives operations supervision from the project site manager or designee. B. Supervision Exercised

  • Manages assigned section(s) of the WFS organization and provides technical and operational guidance to WFS employees and/or site construction managers/project superintendents. C. Contacts

  • Contacts are with project management, site management, human resources, sustainable development, craft workers, WFS personnel, other functional support groups, and outside organizations. ESSENTIAL JOB DUTIES:

1. Supervises Workforce Services daily activities and provides direction and guidance to WFS personnel in implementation of WFS activities.

2. Works with Legal department representatives on pending legal actions arising from labor disputes. Provides documentation as needed and serves as a witness when required.

3. Ensures adherence to Bechtel and Workforce Services policies and practices.

4. Reviews policies and practices and recommends changes as needed.

5. Remains cognizant of labor laws and related legislation applicable to craft worker employees.

6. Participates in WFS personnel planning and development by conducting performance evaluations for subordinate personnel, recommending salary actions and reassignments, and interviewing and recommending applicants for job openings.

7. Interfaces with Bechtel’s Environmental, Safety and Health management regarding development and implementation of safety-related issues on construction projects.

8. Interfaces with Bechtel’s Sustainable Development organization to coordinate applicable and inter-related site activities and programs with community and government organizations.

9. Supervises the development and implementation of process improvement initiatives with construction management.

10. Establishes Communication plans to ensure craft employees are kept apprised of any changes that may impact them.

11. Collaborates with the Project Workforce Development Manager to ensure there is a robust craft training program.

12. Leads the development and overall recruiting strategy to ensure requisitions are being filled in a timely manner via external recruiting measures or our candidate referral process.

13. Provides counseling and guidance to site construction managers on labor related issues.

14. Reviews and provides input to project estimates, budgets, and forecasts for sufficient WFS resources.

15. Ensures compliance with all employee data privacy regulations.

16. Interfaces with external partner organizations and stakeholders to achieve workforce goals related to recruiting, training, or retrenchment.

JOB KNOWLEDGE:

Undergraduate degree with an emphasis in Human resources, Industrial Relations, Construction Management preferred.

Prior experience directly related to Workforce Services, Labor Relations or Industrial Relations or an equivalent combination of education and experience.

Proven experience directly supervising staff to execute WFS organizational goals is required.

Experience in supervising Workforce Services, Labor Relations or Industrial Relations functions on direct hire construction projects and operating facilities.

Broad knowledge of labor and employment laws as they apply to construction workers.

Broad knowledge of craft recruiting, workforce development, and employee relations in Kenya or other African country is preferred.

Knowledge of Bechtel’s legal procedures in the handling of law suits arising from labor disputes preferred.

Knowledge of Bechtel Construction policies and procedures is preferred, or other major construction company experience.
