Position Duties/Responsibilities


The Candidate may represent the client in technical meetings, Value Engineering. The candidate will be responsible, on behalf of the Royal Commission (client), for reviewing the basic design, providing guidance; checking and ensuring Engineering Quality Design of Independent Engineering Firms that are carrying out the detailed engineering design of the site preparation and site development of a New Industrial Park or a residential district.


1. Supervision Received:

  • Receives direction from the Chief Civil Engineer and the Deputy Chief Civil Engineer.

1. Supervision Exercised:

  • Provides supervision to highway engineers in his team on the project.


  • Review and comment on design and drawing packages prepared by local engineering firms Architect/Engineers (A/E’s) to ensure that they met the technical requirements of the Royal Commission.

  • Coordinate between disciplines and departments and provide review comments on submittals from the A/E’s, Industries for etc.

  • Coordinate changes in design to support construction.

  • Utilize engineering software such as StormCAD, AutoCAD Civil 3D or equivalent to review and check design calculations performed by A/E’s.

  • Provide technical support to Construction Department and review field change documents including Design Change Notices(DCN), Technical Queries(TQ) and Technical Submittals (TS).

  • Review proposed land allocation plans for new and existing industries expansion for compliance with Royal Commission Master Plan.

  • Review studies, reports and bid packages related to infrastructure associated work.

  • Review, update and prepare revisions to General Engineering Manual, and Guideline Specifications related to Roads and Highway Design Criteria.

Position Skills

Essential Technical:

  • University/College graduate with BS in Civil Engineering with experience in Civil Engineering.

  • Design related work on large industrial and infrastructure projects with emphasis on Highway Engineering Design.

  • A strong design experience is required in Highway Geometric Design according to AASHTO’s standards, highway pavement design, roads safety, roadside design, survey, etc.

  • Conversant with the standard practices and procedures of International Design Codes and Standards, such as: AASHTO Highway Geometric Design, Road Design Guide, Manual on Traffic Control Devices (MUTCD).

  • Demonstrable experience on highway projects.

Essential Behavioral:

  • Must be able to demonstrate excellent communication and interpersonal skills.

  • Must be able to mentor junior engineers technically.

  • Ability to work in an integrated customer/Bechtel delivery team.

Preferred Technical:

  • Thorough knowledge of highway design with additional knowledge of highway drainage and retaining wall design.

  • Knowledge of current computer applications for engineering and design including appropriate knowledge of CAD (both 2-D and 3-D), CAE and relevant Bechtel Standard Computer Applications to perform the work.

  • Knowledge of Saudi Arabian’s Ministry of Communication Highway Design Manual.

  • Knowledge of Highway Pavement Design in the middle east.

Professional/Chartered Engineer.Preferred Behavioral:

  • Self- motivated individual with good leadership skills.

  • Ability to work within an integrated RC/Bechtel team at multiple levels from working level to project manager level.
