POSITION DUTIES/RESPONSIBILITIES:

  • Prepares procedures required for implementing the project's quality program.

  • Manages the Performance Based Quality (PBQ) procedures and PBQ quality programs.

  • Performs and leads internal and external PBQ program, audits and surveillance, prepares reports, and performs follow-up verifications. Also, Performs reviews of PBQ programs submitted by contractors and make recommendations with reference to approvals etc.

  • Conducts training on topics related to PBQ and other quality-related activities as directed.

  • Trains, mentors, and provides on-the-job training to contractor QAEs.

  • May participate in the bid evaluation & selection process including performing quality assessments of contractor/supplier prior to and after award.

  • Provides advice and assistance to Contractors' regarding achievement of the Customer's quality objectives.

  • Perform other tasks as assigned by the Project Field Engineer group manager.

Provide technical guidance and knowledge transfer to young Saudi Engineers.

QUALIFICATION: Recognized University degree in Engineering or Construction Management

POSITION SKILLS:

Essential Technical:

  • Recognized University degree in Engineering or Construction Management with minimum 12 years experience construction industry.

  • A minimum 5 years’ experience with Construction management, quality construction work and auditing.

  • Proven skills on Microsoft Office (High Level Performance)

  • Bilingual language in English and other language such as Arabic.

  • Exposure to all disciplines of field construction works. Experience should be multi-disciplinary and related to civil, mechanical, electrical installations and building and infrastructure construction.

  • Requires technical knowledge of QA/QC principles and their application to the engineering, procurement & construction processes.

  • Experience with developing training materials, conducting training especially in soft skills, quality audits/ surveillances.

Essential Behavioral:

  • Must be able to demonstrate excellent communication and interpersonal skills to explain work processes, and technologies to all levels of the organization.

  • Previous Experience in implement innovation, new work processes and/or technologies.

Preferred Technical:

  • University degree in Engineering, Construction Management or Building Management.

  • Have been in a position leading the implementation of a Performance Based Quality program to project delivery.

  • 10+ years’ experience in the engineering and construction industry and/or prior extensive work experience in related fields leading to a thorough understanding of the role requirements as listed.

  • A Certified Lead Quality Auditor is preferred.

  • A Six Sigma Yellow belt.

  • Relevant Quality Management Systems including quality plan development; and quality system elements such as document control, inspection and testing, control of nonconforming items and corrective action, auditing, etc.

  • Prior experience supervising and administering subcontractors. Preferred Behavioral:

  • Self-motivated individual with good leadership skills and experience and the ability to influence without authority.

  • Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.

  • Ability to work within an integrated RC/Bechtel team at multiple levels from working level to Project Manager level.

  • Demonstrated ability to influence key stakeholders to make critical decisions where required.

  • Ability to work within a culturally diverse organization, recognizing and respecting differences.

  • Understand and share Quality as company value and communicate it.
