Responsible for managing, coordinating, and administering the both small and major capital projects from the conceptual stages through planning, engineering, procurement, construction, start-up, performance testing, initial operations, and prime contract close-out. Will have experience with a specific emphasis on working in operating plants during shut downs for brownfield projects (inclusive of capital projects, revamps, expansions, debottlenecks, and turnarounds). Has experience with direct hire construction and management of subcontractor resources.
Responsible for assisting Business Development in expanding current work scope, developing proposal technical and pricing strategies and preparing proposal execution strategies/plans. Also supports communications and presentations to customers. Supervises the development of budgets and schedules, manages performance, provides site management as required, reports progress, and initiates action to assure program/project objectives and schedules are met and work is performed within budget and according to specifications. Resolves problems and coordinates the final turnover of the project to the customer. Provides leadership for the development and maintenance of a high-performance project team. Has overall responsibility for Program/Project execution, ensuring that Program/Project is delivered within contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations.
Provides direction to key personnel including department heads of support services located at the project site.
Maintains contact with management personnel from suppliers, subcontractors, and governmental agencies as appropriate.
Maintains management level relationships with other participating entities responsible for performing services in connection with the project, including joint venture, alliance or consortium participants, multiple execution offices/sites and with appropriate organizations in the community.
Maintains contact with the client and management of the contracting organization.
Develops and maintains contact with prospective clients in the area.
Develops and maintains contacts with management personnel of vendors, subcontractors, labor unions, governmental and local public regulatory agencies, and civic groups.
ESSENTIAL JOB DUTIES
Has a thorough knowledge of facility brownfield projects, including minor and major capital projects, revamps, expansions, debottlenecks, and turnarounds all within an operating plant environment.
Oil and gas project experience is mandatory and downstream and chemical project experience is highly desirable.
Establishes an appropriate, integrated organizational structure, including off-project functional and specialist support. Defines and communicates roles, responsibilities and authorities to project team members/partners and the Customer to ensure project completion in a safe manner, within budget, on schedule, and in conformance with the appropriate standards, specifications and applicable regulatory requirements. The project organizational structure should address multiple execution offices, multiple project entities, joint venture, alliance and consortium arrangements, as appropriate.
Ensures scope, design basis and objectives are defined, best practices/lessons learned reviewed, detailed work plans, schedules, budgets and procedures are established, including: Execution Plan; Contract Management Plan; HSE and Quality Plans, Plan for addressing critical cross-functional work processes and systems, etc. Obtains concurrence by the members of the project team, functional management and the Customer. Ensures integration of work plans of multiple execution units or entities, such as Joint Ventures. Promotes the use of constructability reviews during project execution.
Directs and coordinates the activities of subordinate personnel.
Participates in developing and maintaining client relationships.
Seeks prospective clients in the area and recommends new business opportunities to management of the contracting organization.
Is responsible for cost control.
Directs the preparation of budgets, schedules, and facility forecasts cost estimates and financial reports.
Reviews and approves major purchase orders, change orders, contracts and subcontracts to ensure work is performed and services or materials are supplied in accordance with the terms of the contract. Periodically reviews change order controls to ensure changes are current and adequate.
Directs the preparation of progress and special reports for the contracting organization and client management.
Directs the design and preparation of the procedure manuals and other instructions to govern facility operations and maintenance, and monitors adherence to the same.
Reviews and enforces labor relations, safety and environmental protection regulations, and directs related activities including interface with state and federal agencies.
Directs the development and implementation of the facility security plan.
Directs the development and implementation of training and development programs to comply with management and/or client requirements.
Directs the personnel administration for the facility which includes provision for: the effective utilization of personnel, the preparation of staffing requirement forecasts, salary planning, performance evaluation and career counseling.
Skill in supervision and administration.
Knowledge is normally acquired through:
A recognized degree in engineering or scientific discipline from an accredited college or university, specialized courses in operations management and/or work experience leading to a thorough understanding of the knowledge described above.
Specialized courses in maintenance technology and management, and/or work experience leading to a thorough understanding of the knowledge described above.
