Role Overview:

Construction Planning:

Assigned to the construction organization in a senior discipline piping construction engineering role. During the pre-construction planning period, responsible for supporting planning activities focusing on temporary and permanent plant piping systems. This includes constructability reviews, participating with cost/schedule estimate development, project procedure/automation tool development, early engineering engagement, temporary facility/utility planning, and development of construction execution methodologies and project contracting strategies to deliver piping installation associated with the NPP. Works under the day-to-day direction of the Piping Lead Discipline Field Engineer.

Construction Execution:

Following mobilisation to site, responsible for activities relating to construction engineering within the piping discipline. Duties include interpreting piping design drawings and specifications, piping installation/fabrication including pipe hangers and inline piping components, field verification of materials, and technical direction to field piping personnel as required. This position is not considered the design authority for the project, but only to enforce piping construction per design.

Initial assignment location is Gloucester UK. Site mobilisation is forecast in 2020/2021 for construction execution in Anglesey Island, Wales.

Essential Duties:

Planning Responsibilities:

  • Coordinate with engineering on constructability and design issues relating to the piping discipline such as underground and above ground piping installation and pipe supports

  • Support the development of piping criteria for the construction of temporary construction facilities as required.

  • Support development of the piping construction quality program, including project procedure and construction automation tool selection and development.

  • Identify and communicate key engineering/procurement data attributes and deliverables, needing to be developed during design development in order to support construction operations

  • Support construction schedule development, including defining interfaces with other disciplines/commodities

  • Support project cost estimation development

  • Plan and estimate piping related temporary utilities and facilities

  • Support the development of construction execution and contracting strategies

Construction Execution Responsibilities (following mobilisation to site):

  • Coordinate with engineering on constructability and design issues relating to the piping discipline such as underground and above ground piping installation and pipe supports.

  • Responsible for quantity take-off, control, tracking, reporting and forecasting for piping discipline.

  • Support the development of piping criteria for the construction of temporary construction facilities as required.

  • Prepare field material requisitions for field procured materials, material substitution, services and equipment such as pipes, valves and hangers.

  • Review material receiving reports and warehousing to assure delivery of correct piping materials.

  • Preparation of cost estimates for piping construction activities and coordinate the preparation of cost reports, forecast and progress reports.

  • Coordinate with Field Supervision and Subcontractors to plan/support construction schedules.

  • Plan and recommend piping procedures to be implemented by Field Supervision to ensure construction operations are within requirements of engineering design and specifications.

  • Coordinate subcontract activities to ensure piping materials, equipment and quality comply with design plans and specifications.

  • Implement controls over variables affecting piping job progress such as piping installation and receipt to ensure engineering and procurement provide timely delivery of drawings, materials and equipment and ensure that other corporate programs are fully utilized.

  • Aid the development of hydro packages and verify and witness hydro acceptance, as required.

  • Perform other duties as required by site management.

  • Ensure corporate policies and nuclear work process procedures are fully implemented.

Basic Qualifications:

  • Right work in the UK without sponsorship.

  • Must be able to obtain Baseline Personnel Security Standard (BPSS) clearance.

  • Working knowledge of piping construction installation operations.

  • Knowledge of current industry construction quality standards, related to piping discipline.

  • Knowledge of local labour laws and issues.

  • Knowledge of local environmental laws and issues.

  • Computer literate in word processing, spreadsheet, and database applications.

Preferred Qualifications:

  • Piping construction planning experience.

  • Nuclear construction experience.

  • A recognised degree in a job related engineering or scientific discipline or specialised courses in construction management.

  • Familiar with Bechtel’s Business Ethics handbook and policies.

  • Knowledge of Bechtel’s “Zero Accidents” safety program.

  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.

  • Large scale project construction delivery experience (1B £ +) preferred.

  • Knowledge of Bechtel’s “Zero Accidents” safety program.

  • Knowledge of current Bechtel Standard Application Program (BSAP) standards.

Note: Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.)
