Role Overview:

Construction Planning:

Assigned to the construction organization in a lead discipline electrical field engineering role. During the pre-construction planning period, responsible for planning activities focusing on temporary and permanent plant electrical systems. This includes constructability reviews, participating with cost/schedule estimate development, project procedure/automation tool development, early engineering engagement, temporary facility/utility planning, and development of construction execution methodologies and project contracting strategies to deliver electrical installation associated with the NPP. Responsible for technical direction and/or direct supervision of electrical field engineers, as assigned.

Construction Execution:

Following mobilisation to site, responsible for activities relating to construction engineering within the electrical discipline. Duties include interpreting electrical design drawings and specifications, electrical equipment installation, field verification of materials, and technical direction to, and/or direct supervision of, field electrical personnel as required. This position is not considered the design authority for the project, but only to enforce electrical installation per design.

Initial assignment location is Gloucester UK. Site mobilisation is forecast in 2020/2021 for construction execution in Anglesey Island, Wales.

Essential Duties:

Planning Responsibilities:

  • Coordinate with engineering on constructability and design issues relating to the electrical discipline

  • Specify the electrical criteria for the construction of temporary construction facilities as required.

  • Develop and manage the electrical construction quality program, including project procedure and construction automation tool selection and development.

  • Identify and communicate key engineering/procurement data attributes and deliverables, needing to be developed during design development in order to support construction operations

  • Support construction schedule development, including defining interfaces with other disciplines/commodities

  • Support project cost estimation development

  • Plan and estimate electrical related temporary utilities and facilities

  • Work with UK contractors and suppliers to develop the construction execution and contracting strategies

Construction Execution Responsibilities (following mobilisation to site):

  • Coordinate with engineering on constructability and design issues relating to the electrical discipline.

  • Establish an electrical design/field engineering working relationship and lines of communication with the Project Engineer, including agreement on electrical engineering deliverables and overall construction application configuration management.

  • Responsible for quantity take-off, control, tracking, reporting and forecasting for electrical discipline.

  • Specify the electrical criteria for the construction of temporary construction facilities as required.

  • Direct the preparation of requisitions for field procured materials, material substitution, services and equipment.

  • Approve field requisitions as delegated by the Project Field Engineer.

  • Review material receiving reports and warehousing to assure delivery of correct electrical materials.

  • Coordinate and monitor the interfaces for electrical data exchange to support the construction automation plan and the project controls program requirements at the jobsite.

  • Develop and manage the electrical construction quality program.

  • Direct preparation of cost estimates for electrical construction activities and coordinate the preparation of cost reports, forecast and progress reports.

  • Coordinate with Field Supervision and Subcontractors to plan/support construction schedules.

  • Plan and recommend electrical procedures to be implemented by Field Supervision to ensure construction operations are within requirements of engineering design and specifications.

  • Work with customer’s resident engineering and operating personnel to coordinate electrical construction activities.

  • Coordinate subcontract activities to ensure electrical materials, equipment and quality comply with design plans and specifications.

  • Implement controls over variables affecting electrical job progress such as such as electrical installation and receipt to ensure engineering and procurement provide timely delivery of drawings, materials and equipment and ensure that other corporate programs are fully utilized.

  • Administer major subcontract changes regarding the electrical discipline and represent the company in major contractual discussions and negotiations.

  • Undertake and develop the electrical testing program.

  • Perform other duties as required by project management.

  • Ensure corporate policies and nuclear work process procedures are fully implemented. Establish field procedures to be worked in conjunction with the nuclear work process procedures, as necessitated by conditions at a job-site.

Basic Qualifications:

  • Right to work in the UK without sponsorship.

  • Electrical construction planning experience.

  • Working knowledge of construction installation operations, in electrical discipline.

  • Demonstrated leadership in a team-based environment.

  • Previous supervisory experience within electrical construction discipline.

  • Knowledge of current industry construction quality standards.

  • Knowledge of local labour laws and issues.

  • Computer literate in word processing, spreadsheet and database applications.

Preferred Qualifications:

  • Nuclear construction experience.

  • Previous supervisory experience within one or more construction disciplines.

  • A recognised degree in a job related engineering or scientific discipline or specialised courses in construction management.

  • Familiar with Bechtel’s Business Ethics handbook and policies.

  • Knowledge of Bechtel’s “Zero Accidents” safety program.

  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.

  • Large scale project construction delivery experience (1B £ +) preferred.

  • Knowledge of Bechtel’s “Zero Accidents” safety program.

  • Knowledge of current Bechtel Standard Application Program (BSAP) standards.

Note: Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.)
