In August of 2017, Georgia Power selected Bechtel to complete construction of the two-reactor expansion of a nuclear power plant near Augusta, Georgia. Plant Vogtle Units 3 & 4 will be the first new units built in the U.S. in the last three decades and are currently the only new units being constructed in the country.

At the peak of construction, this vital project will employ up to 5,000 on site. These positions will include building tradespeople, engineers, field supervisors, construction and project managers, quality assurance professionals, safety professionals, procurement, subcontract specialists and many others.

This position may be required to work a schedule of rotating shifts including nights, weekends, or holidays. All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. The ability to obtain/maintain access to the facility is required.

SUMMARY:

Provides support under the direction of senior ES&H management in the identification, drafting, and finalization of comprehensive ES&H reports at all levels within Bechtel. Independently performs special assignments as required. Coordinates the liaison between the Manager of Corporate ES&H, the global business unit (GBU) ES&H Managers, Project ES&H Managers and the senior corporate-based ES&H staff.

JOB DIMENSIONS:

A. Supervision Received

  • Receives direction from Project ES&H Managers, ES&H Managers, Manager of Health Services or other responsible managers.

B. Supervision Exercised

  • Provides technical and administrative guidance to clerical personnel supporting ES&H managers across the GBUs or within the corporate staff.

C. Contacts

  • Functional and department managers, GBU and project-assigned ES&H personnel.

  • Human Resources, Legal, Risk Management, Construction, Engineering, Procurement and Contract Departments to obtain and coordinate required information and data for report purposes.

  • External customers, vendors, industry associations and governmental agencies (i.e., negotiates rates with hotels for meals and facilities; negotiates prices for calendar contest, liaison with Department of Labor (OSHA) and American Society of Safety Engineers).

PRINCIPAL RESPONSIBILITIES:

  • Assists ES&H Managers with Human Resources work processes and schedules as they affect staffing, salary administration, performance evaluations, training, Annual Leadership Review, and other personnel-related programs.

  • Performs special assignments that require knowledge of Bechtel policies, instructions, systems, processes, procedures and organizational structure, with the ability to analyze, interpret, and make recommendations and implement required actions.

  • Administers ES&H service awards and retirement programs. Coordinates with the GBU awards administrator and ensures that ES&H employees receive their respective awards by the due date.

  • Manages physical aspects of departmental meetings and annual service awards.

  • Negotiates contracts/material rates with vendors and facilities providers for annual meeting and calendar contest, as well as membership dues for the National Constructors Association and ASSE group registrations rates to meet conference objectives in a cost effective manner.

  • Develops and coordinates costs associated with annual ES&H meeting.

  • Coordinates training materials and assists in instructor led classes for ES&H Management.

  • Assists in testing databases and working with IT and the appropriate managers to resolve deficiencies during the development phases of ES&H information systems.

  • Aids in the maintenance of various ES&H WebPages.

  • Assists in the development and distribution of ES&H policies, procedures, specifications, alerts, bulletins, and other similar information.

  • Manages the liaison for the Manager of Corporate ES&H or other senior ES&H Managers with external entities (e.g., Safety Equipment Institute; National Construction Safety Executives; National Erectors Association; ANSI 10 Committee; Board of Certified Safety Professionals; American Society of Safety Engineers; and Department of Labor-OSHA).

  • Assists in the management of requisite occupational medical records for Bechtel employees.

  • Assists in implementing the review, updating and publishing of the ES&H core processes.

  • Coordinates obtaining assigned office space, telephone, computer, and identification badges for ES&H new hires, rehires, and transfers in to assigned office.

  • Manages incoming ES&H job inquiries and routes to proper manager to ensure they are properly reviewed and considered.

  • Coordinates and publishes the GBU bi-weekly statistics reports on Fatalities, Lost Work Day Incidents, Medical Treatment Incidents, First Aid Incidents, Near Miss Incidents, Vehicle/Property Damage/Fire Incidents, and Environmental Incidents.

JOB KNOWLEDGE:

  • Ability to extract and compile data for reports and conduct studies of an analytical nature.

  • Ability to analyze and interpret information and make recommendations.

  • Knowledgeable in WebSDS input, report generation and modifications.

BASIC QUALIFICATIONS:

  • Related Bachelor of Science degree from an accredited college or university.

  • In lieu of formal degree, at least 6 years' related professional progressive experience.

  • Must possess legal right to work in US without sponsorship.

  • Must be physically capable to conduct field inspections and participate in project walkdowns which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 60 lbs.

  • Must be able to pass nuclear security screening requirements and be able to obtain and maintain unescorted access to a nuclear power facility.

  • Knowledge and understanding of Bechtel’s organization, policies, instructions and processes for people, ES&H and operational interactions.

  • Understanding of ES&H organization and its interrelation with other Bechtel organizations to properly prioritize major tasks for ES&H and other departmental requirements.

  • Good oral and written communication skills.

  • Understanding of and the ability to use Bechtel standard computer based systems as well as other systems used within ES&H.

  • Moderate understanding of statistics.
