The successful candidate for this senior position:

  • Initially reports directly to the Engineering Manager Rail and will work within a team of rail related disciplines to support business development and the execution of studies, for all stages of Engineering Design for projects around the world. This role will ultimately transition to a project specific assignment, typically with a lump sum Design-Build contract basis.

  • Supervises the self-perform design work for a broad range of engineering disciplines and manage/oversee specialty design subcontractors during Project Bid and Execution phases.

  • Plans and conducts independent work requiring judgment in the evaluation, selection, application and adaptation of engineering techniques, procedures and criteria to specific rail projects.

  • Has broad working knowledge of precedents in the rail industry, the principles and practices of related technical areas and of coordinating work with other technical disciplines.

  • Is fluent in applicable codes in US and Canada governing the rail industry, specifically NFPA130, AREMA, APTA Guidelines, CENELEC and TCRP 155

  • Coordinates technical issues with other departments on projects which may include constructability requirements, project controls, prime contract management and technical reviews.

  • Has broad knowledge of precedents in the rail industry and all relevant disciplines applicable to rail engineering design, including rail systems engineering. Rail Systems is defined as all railway infrastructure fixed equipment, including track, overhead line, signalling, telecommunications, control centre and on-board/mobile signalling and telecommunications equipment.

  • Is familiar with Safety Certification and Systems Integration Processes as they relate to Rail Systems

  • Has extensive experience of undertaking and managing self-perform rail design from feasibility to detailed design, commissioning and as-builts.

JOB REQUIREMENTS:

1. Primary Responsibilities

  • Delivering the design portions of the Project per the agreed baseline cost/schedule

  • Ensuring conformance with Contract Requirements relating to Design

  • Conforming Bechtel Standard procedures to Project Requirements and ensuring their implementation

  • Accountable for the delivery of satisfactory safety assurance relating to the technical integrity of rail systems as designed, built, installed and tested

  • Supporting the Engineering Manager Rail in planning and implementing a program to develop self-perform engineering resources

1. Supervision Received

  • Performs most assignments independently with instructions as to the general results expected.

  • Once on Project supervision would typically be from D-B Project Manager or

  • Receives technical guidance from Engineering Specialists or Supervisors on unusual or complex problems and supervisory approval on proposed project plans.

C. Supervision Exercised

  • Provides overall design guidance for specific rail projects and pursuits

  • Provides technical direction and assigns work to subordinate engineers, designers, drafters, technicians and others who assist in performing specific assignments.

ESSENTIAL JOB DUTIES:

General

  • Builds, strengthens, guides and mentors the global engineering design functions as delegated by the Engineering Manager Rail.

  • Able to support whole life-cycle costings and feasibility assessments.

  • Provides engineering support to proposal documents.

  • Plans, schedules, conducts, and coordinates self-perform engineering work during all phases of rail projects

  • Performs work that involves conventional engineering practice but may include complex features such as resolving conflicting design requirements, unsuitability of conventional materials and/or difficult coordination requirements.

  • Maintains an up to date knowledge of current trends and implements this into practices and procedures

  • Supports the planning and coordination rail systems engineering work

  • Exercises both line management and functional direction over assigned Engineers, Engineering Supervisors and Project Engineers.

  • Conducts annual performance reviews in accordance with approved procedures.

  • Has extensive knowledge of field engineering, construction and T&C activities.

  • Oversees design, constructability and Value Engineering reviews on projects.

Project Specific

  • Manages the process for the development of equipment, material or work specifications, bid evaluations and award recommendations for equipment or works.

  • Coordinates engineering efforts in assigned areas between specialty and other engineering groups or disciplines, with the client, suppliers, and contractors and between other groups.

  • Assigns lead technical roles over other engineers or project subgroups for completing specific tasks.

  • Ensures the provision of on-the-job-training of assigned personnel and provides input for their performance evaluations.

  • Oversees the process for technical reviews of contractors, shop drawings, product data, material samples, etc.

  • Oversees the preparation of conceptual studies, designs, reports or proposals.

  • Oversees the performance of problem analysis and original design.

  • Prepares and/or provides oversight in the preparation of cost estimates, quantity take-offs and staffing requirements for proposals, forecasts and change orders.

  • Reviews and checks work of subordinate engineers.

  • Oversees and ensures the integration the various engineering and systems engineering disciplines (HVAC, MEP, Rail Systems, Traction Power, Medium & Low Power, Rolling Stock and RAMS).

  • Participates and supports the Technical Risk Assessments (e.g. HAZIDs, HAZOPs, IDCs/IDRs, QRAs) are comprehensive and complete, safety practices and procedures are implemented and engineering design and corresponding documentation is in compliance with the associated projects Quality Assurance plan and procedures.

  • Has oversight of the complex interfaces with railway system design and the detailed design prepared by multiple design contractors on projects.

  • Acts as primary contact with the client on matters relating to project engineering deliverables, progress and quality.

  • Ensures Engineering Quality Design of independent engineering firms that are carrying out the detailed engineering design.

Job Knowledge

  • Thorough knowledge of discipline engineering techniques, the design of engineered systems, and engineering and design calculations.

  • Understanding of Engineering Department Procedures, relevant Bechtel design guides. Broad knowledge of the application of engineering to plant constructability as applied to construction methods and materials.

  • Understanding of engineering planning and control methods including computerized methods.

  • Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.

  • Understanding of industry or regulatory codes and standards and design criteria pertinent to the the railway industry.

  • Skill in oral and written communication.

Basic Qualifications:

  • Minimum 4-year degree from an accredited college program in Civil Engineering, Architecture or one of the associated disciplines.

  • Minimum 15 years of experience in design, construction and operation of railway infrastructure, stations, facilities, and/or railway systems. Design/Construction experience of urban/mass transit railway systems is preferred.

  • Minimum 10 years in the Management of self-perform Engineering for major Design/Build Rail Projects, Engineering/Procurement/Construction (EPC) or Architectural/Engineering (A/E)
