The Market Scope Coordinator (MSC) is responsible for identifying and mitigating scope variance risk in all phases of the project; site development, procurement and construction. The scope coordinator will function as an integral part of the project team and must have an in depth understanding of the contract, pricing models and our historical basis for performing work. The MSC should also have good communication and customer interface skills.


The Bechtel AT&T Mobility project provides project management, site development, procurement and construction services to the AT&T customer to build new cell sites, upgrade existing sites with new technologies, add bandwidth to existing sites and decommission old technologies. The project has markets located in various regions throughout the U.S.


This role forms part of the project leadership reporting directly to the market project manager and has an important function of identifying and mitigating scope creep on multiple small fixed unit priced projects. The MSC must actively engage with all team members and participate in scoping sites to identify contract boundaries and historical differences. The MSC will be expected to have a working knowledge of all the scopes that are being executed in the market (e.g. full builds, small cells, modifications, etc.). This role also requires a positive working relationship with the local customer to allow early communications if work requested to be performed is outside of the contracted parameters.


  • Reads and fully understands the prime contract and supplements (currently 4) that affect the work in the market, including contract negotiation notes and questions as applicable

  • Coordinate with Bechtel team members (SMEs) for input and approval of scope clarifications

  • Coordinate with the PCA and other Market Scope Coordinators to ensure consistency across the markets

  • Participate in scope identification and constructability reviews with Construction and Subcontracts to ensure the scope provided to the subcontractors is within the boundaries of the prime contract and supplements (do not exceed or are not below contractual requirements)

  • Ensure the warranty program falls within the boundaries of each supplement

  • Coordinate with the local customer as needed to be the initial notification when disputes arise concerning scope.

  • Review procurement procedures and processes to ensure backcharge policies are included in the purchase orders with the suppliers and implemented on project

  • Identify trends in the market that are beyond the intent of the contract, customer needs vs. customer “wants”

  • Interface with all team members and articulate trend impacts to the project

  • Mentor team members to identify out of scope issues “see something, say something”

  • Provide ongoing scope training as required

  • Review changes or potential changes against approved scope

  • Participate in scoping/pricing of new unit prices as required

  • Monitor the closeout process to ensure turnover documentation provided is within the contract boundaries

  • Develop and implement a market specific escalation process that integrates with the PMO escalation process

  • Identifies and highlights project execution risks, per the Project Risk Management process

  • Participates in site execution / do-ability reviews as part of the Site Acceptance Process


  • Thorough knowledge of integrated project delivery in the communications business line

  • Ten+ years of experience in the execution of EPC or EPCM projects

  • At least 5 years of experience in Telecom Wireless projects with an understanding of the scope and execution of the work

  • Recent ATT project execution experience helpful

  • Contract negotiation experience
